Not really. Memory isn't allocated specifically to users. It is allocated to the vprocs which are doing work on behalf of users. If a
user fills/exceeds their spool allocation their queries will get aborted (2646 Out of spool space). Whether or not a spool file hangs
around inmemnory is dependent on other things, not the userid or how much spool space their using.
