There is no single best solution, method or approach to capacity/performance planning.
Statements to the effect that one can produce the same results, over time, that a given vendor product can produce is troublesome to say
the least. Vendor products can be enormously helpful, providing measurements which cannot be (economically) duplicated in-house.
Any company that is at all serious about keeping rising IT expenditures under control and producing the most "bang for the buck" will
have a Capacity/Performance team in place. This team will draw their opinions/conclusions not from one or a few resources but from many (as
many as possible); from in-house DBA's with technical input such as that described in earlier emails (below), from vendor packages that can
perform statistical analysis and trend resource utilization, from consultation with NCR, from discussions with other companies with similar
experiences.
