If you're running on MVS, Setup a HUTCNS job to run every 15 minutes and put the output to a GDG dataset... It will display locks, and the status of utility jobs. To do it, you just need to execute TSO in batch - I forget the name - I think the load member is IKJEFTSO. And pass the normal HUTCNS commands into the sysin...
