Look into CA Fastunload for Oracle.

It pulls data blocks directly, bypassing the Oracle DBMS. It has lots of neat switches, and accepts control files. Control files may contain SQL. SQL can specify columns and 'where' clauses. It supports fixed-lrecl output, or csv output. When output is fixed, it emits a record layout to match what it emitted. When output is csv, it puts out a create table to match.

It can write to pipes or files. With a little effort, you could hookup Fastload or Multiload to read on the pipe or file.
