If you want system level AVG CPU; then you can get it as close as 6 seconds in the past; from the RESUSAGE tables with logging set to 6 seconds. If you want active sessions real-time AVG CPU across AMPs then you have to use the MONITOR partition functions (documented in the "performance monitoring" manuals); which is not SQL. And that "real-time" is controlled by the "COLLECTION RATE" which at a minimum is 6 seconds.
