Try this ...

CREATE PROCEDURE spsample4()
BEGIN
FOR CustCursor AS c_customer CURSOR FOR SELECT num,empcode,basic FROM
EMPLOYEE
DO
INSERT INTO test_emp VALUES
(:CustCursor.num,:CustCursor.empcode,:CustCursor.basic);
END FOR;
END;

Ensure that the tables EMPLOYEE & TEST_EMP exist & all the requisite privileges are granted.
