Note that "minute( )" is not Teradata SQL; it must be a client-side function.

Are begin_time and end_time actually defined as TIMESTAMP data type, or just DECIMAL or FLOAT with a timestamp-like display format applied? I suspect the latter, which explains your results. Otherwise your SQL should fail.
