In one form or another, phantom spool has been around since the beginning and it's relatively harmless.
There is a utility that might help, it's called UpdateSpace and the write-up for it can be found in the Utilities Manual, Vol 2.
I understand that some people have resolved phantom spool by dropping the responsible user and then recreating the user.
If nothing else, a restart should resolve it.
It should be rare, but if not, then you should probably contact NCR.
