I believe you are correct and that's how I've using it. What makes you suspect a problem? Be aware that if you submit queries from other sessions with the same userid this will all accumulate into one row. Also, I believe there is a DBS control parameter that specifies how often cache gets flushed. This would result in how often DBC.Acctg will be updated.
