Just like procedures, packages are database objects and are independent of the front-end. I am not sure why procedures would be
considered safer (unless some front-end tools have difficulty invoking a stored procedure from within a package). I have not encountered
any package based procedure that could not be moved off as an independent procedure (there is obviously some rework involved).
