This should not be occurring. You should be able to go from a lower level to a higher level, especially since this it is only minor releases. Are you doing this using ARCMAIN and using the correct ARCMAIN version for the RDBMS level? According to the NCR documentation, only TTU 6.2 and 7.0 are certified for V2R4.3.1.
