Tony,
We had a similar problem but it came down to the specific situation. We were trying to change the priority on a user whose query was
using excessive cpu resource. What appeared to be happening was that the query was in one big step (a product Join) and the priority change
only seems to be applied at the end of the step, or at least as far as the display is concerned. We had no problems changing priority on a
user who was running lots of smaller queries.
