If we notice xperfstate is showing 100% utilization for long periods of time, the first thing we look for is on PMON - users with disproportionate totals for CPU and/or spool used compared to the rest of the users logged on. We're still on V2R4.0 - we can't see active query SQL so we call the user up and ask what they're running. With V2R4.1, you're supposed to be able to bring up their active SQL and run EXPLAINS to determine if it's good or not so good SQL.

Another consideration... are you aware of any aborted-query rollbacks going on? These are hard to detect (you have to go into Recovery Manager) but will bring your Teradata box to its knees until complete.
