is there a trick to this i missed :

(arc parm used)
 ARCHIVE DICTIONARY TABLE (MLOAD_SPOOL),
 RELEASE LOCK,
 DDNAME=COKEDBC;
LOGOFF;

(i tried restore and copy)
  COPY    DICTIONARY TABLE (MLOAD_SPOOL.TCSM_TEST1),
  RELEASE LOCK,
  FILE=COKEDBC;
 LOGOFF;
(output showing copy worked and lock
released)
 LOGGED ON   18 SESSIONS
 UTILITY EVENT NUMBER  - 8302
 "MLOAD_SPOOL"."tcsm_test1" CREATED
 STARTING TO COPY TABLE "MLOAD_SPOOL"."tcsm_test1"
 DICTIONARY COPY COMPLETED
 "TCSM_TEST1" -   1,036 BYTES COPIED
 "MLOAD_SPOOL"."TCSM_TEST1" - LOCK RELEASED

 STATEMENT COMPLETED

 LOGOFF;
 LOGGED OFF  20 SESSIONS

(yet we are still locked.....tried release lock thru arc again no luck)
