COPY DICTIONARY TABLES for a database effectively DROPs any objects that used to be in the database, then adds back only the dictionary rows (no data).

You can COPY (or RESTORE) DATA TABLES to populate them with data, BUILD them (as empty tables if you haven't done copy/restore first), or DROP them.
