I suggest that you talk to your NCR support before doing anything to dbc.accessrighs. Depending on the size of your table it may take a
very long time to copy and then re-insert due to the terrible primary index on the table. You can do a select userid,databaseid,count(*) to
see how badly skewed it is. On a small system it may not be too bad.
