You're on the right track. An owner (parent, grandparent, etc.) has implicit rights to GRANT / REVOKE privileges on owned objects, even if that owner does not currently hold the privileges in question.

In your case, the DBC user can GRANT DROP MACRO ON ... TO whatever user you choose (can be user DBC itself).
