From the console, you can only disable (all) logons, enable DBC logons, or enable (all) logons.

To allow selected users other than DBC but not all users, you must use Logon Rules (GRANT/REVOKE LOGON).

You would first need to do REVOKE to nullify any existing GRANTs, then explicitly GRANT LOGON to individual users desired.
