ALTER tablename FALLBACK; must be done individually for each existing non-FALLBACK table. You can't "alter all tables in the database" with a single statement.

MODIFY DATABASE databasename AS FALLBACK; changes the default for tables created in the future that don't explicitly state FALLBACK / NO FALLBACK.
