This is not a straight forward left outer join - there appear to be a number of views involved. Other than step #11 the explain seems to be
dealing with joins taking place in those views.. This particular query does not appear to need to be an outer join, and a product join is often
an efficient way to do a small outer join - especially since only one row is expected to be selected on the left...
