System throttles should work. Just add additional classification criteria to further restrict the throttle to just selected users or whatever
you need to make sure the throttle is applied correctly.
System filter and throttles are very powerful in controlling work and maintaining performance consistency. Just because you do not have the
full complement of TASM rules, you still have a lot of capability in being able to control the work on an appliance.
