The logon is taking "too long". This will typically be a network issue or the TD system is down. Using BTEQ you'll probably get a "CLI 207" error.
Try ping against the TD system.
-- If that works check that the DBMS is running.
-- If ping doesn't work, are you using the correct name for the system? Have the DNS settings in your network changed?
Start with those.
