We are on 13.10.

So it really does not matter if you are on ANSI/Teradata mode. The AMP lock table can go out of lock resources due to any transaction , requiring millions of row hash locks to be applied. I shall check to see, if the user is getting the same error again and check the no of locks using lokdisp utiliy.
