If you're talking about DBSControl settings (sorry, the post that you replied to is not included) then this has nothing to do with DBMS AccessRights. To gain access to DBSControl the easiest way is through the "remote console" portlet within VP. But if you're a developer on the system then you probably won't be given that access.
Also, remember that in Teradata any command can be executed by anyone, regardless of their role or profile, providing they have been granted the necessary AccessRight. Unlike other dbms's there are no commands technically restricted to dba's etc.
