Because weekly intervals don't align with calendar year boundaries.

Your original PI defined weekly ranges

     2009-04-27 to 2009-05-03, 2009-05-04 to 2009-05-10, ...,
     2009-12-28 to 2010-01-03, 2010-01-04 to 2010-01-10, ...,
     2012-12-24 to 2012-12-30, 2012-12-31 to 2012-12-31

In your ALTER DROP RANGE, 2010-01-01 to 2010-01-06 (for example) does not match an existing range.

Also note that your original set of ranges was 192 full weeks plus a final range of only a single day. That works, but introduces some additional complications as far as dropping ranges in the future.
