You need to define what you mean by USER.

One USER_ID can only relate to one PROFILE on each Teradata platform. So one person may have different USER_ID on different platforms e.g. Production/Dev&Test

And although it makes management and control really messy and it is not recommended, there are more than a few organisations where a person accessing via one application has one USER_ID but another when accessing via another application. NOT RECOMMENDED but the need to access via multiple applications suggests the need for different accounts, roles, etc. Just clear it with your security
