Actually found the solution today in a Knowledge Article.

Here is an excerpt from the KA.

In order to back up more than one partition, you need to make sure that your where clause exists between the opening and closing '!' symbol shown in the syntax example below.

          ARCHIVE DATA TABLES
          ( prod_edw_tb.CELR_ACT_INCNTV_LINE)
          (PARTITIONS WHERE
          (!(RPTD_AS_DT BETWEEN '2008-03-15' AND '2008-04-15')
          OR
          (RPTD_AS_DT BETWEEN '2007-03-15' AND 2007-04-15')!))
