Jay - Check the PI on your target table.

It is probably not 'unique enough' ( i.e. a lot of repeating values per PI, or is highly skewed). The following might options to consider:

(1) Consider changing the PI to be more unique, or

(2)changing the target table to MULTISET, instead of SET (will remove the duplicate check step), or

(3) consider changing the table to a no-PI table, if there isn't any good PI candidate column(s).
