TD 13 on Windows

I'd like to know if your shop divides responsibilities between DBAs and developers.

What I mean is 'do you, DBAs allow your developers to create and drop tables'?

If you do, do you allow them only in Development environment or in production too?

We have DB2 on mainframe. Programmer are not allowed to do create tables and drop any of tables.

I wonder if this is allowed in Teradata in some shops.
