I forwarded your question regarding the error you received when entering 0229 into your query to the Teradata Developers. Please their response below.

0228 -> Translates to 02 month, 28 date, 1900 year

0229 -> Transaltes to 02 month, 290 date, 1900 year .. IT is invalid date as 1900 is not leap year . so, error out.
