I have generated and run collect statistics statements on PI columns of all tables on database level.

There are about 30 databases and I was recommended to do run collect stats every two weeks.

I agree and the manual recommends to run collect stats when there is more than 10% data changes in a table.

I don't want to run collect statistics for all tables blindly.

What you said sounds appealing to me. I wonder where I can find the 'JK procedures'.
