Low Confidence after collecting stats doesn't state that your query or stats are bad. Low confidence may arise in below condition which are unavoidable in some scenarios

- Restricting conditions exist on index or column that have collected statistics but are AND-ed/OR-ed together with conditions on non-indexed columns.
