I have tried it in our scenario and its connecting successfully. Can you paste me the query how you created the user..?

and also the create database grant has nothing to do with administrator login

FYI

     create user test from dbc as perm=0 , password=For_testing;

      *** User has been created.
      *** Total elapsed time was 1 second.
