My coworker looked this up; we enjoy details.
On page 65 of the data types manual, talking about character literals:
Character literals consist of zero or more alphanumeric characters enclosed in single quotation marks. The total length of a
character literal is 0 to 31000 bytes.
A zero-length character literal is represented by two consecutive single quotation marks ( '' ).
