In the absence of the various DDLs and query text, I would have to agree with Victor as I think what you have going on behind the scenes is an
implicit data conversion as a result of the CASE statement and/or the actual datatype of the column being referenced. It is well documented that
such implicit data conversions may fake out the optimizer into ignoring perfectly good indexes....
