Depending on the size of your system, 380 million records isn't very big for a Teradata table.
In Teradata, SELECT does not return the "first" row until all rows in the answer set have been copied into spool.
What else are you competing with - both for CPU and for I/O? Do you have workload management / prioritization in effect on your system, which
could be constraining your access to system resources?
