The DBM group has not heard of this problem before.
The most likely problem is that something went wrong with the Database Setup. (you mentioned that you ran into some problems with it) Either the database(s) are still [maybe partially] in the previous format or there is a mismatch of versions between the client (Alert Editor/Viewer) and the Teardata Manager service.
The best place to start would be the log files that the service creates. These may indicate a problem. (If the service was running when you attempted to install the new version it is possible that it failed to shut it down and complete the instal)
The error for your email problem seems to be that the setup was not run (or failed) for your TDWM user. (The rights are granted as part of Database Setup when you run it for each Teradata Manager user.)
If you are still not able to solve the problem you should open an incident with GAC.
