The 'Abort Session' option in PMON is simply a safety feature so that you can avoid accidentally aborting sessions unless you really plan to do so.

Any user could simply switch it back on again if you switch it off.

The way you control whether people can abort sessions is by granting or revoking the 'Abort Session' access right.

Contrary to popular beleif PMON (and other client products) can not bypass the AccessRights you have set.
