I guess you have valid reasons for looking to do this, but the approach you're looking to implement is a pretty aggressive approach to workload management.

How do your users feel about this?

I obviously don't know your full requirements or the context of your situation, but IMHO, there are other (more subtle) ways to control all of your user & production workloads without simply killing your business users.......
