Could someone please tell me how the performance group ids are assigned?

If I have 6 performance groups (in addition to the 4 defaults) $L0$, $M0$, $H0$, $L1$, $M1$ and $H1$ and the following account strings set up:

     $L0$Marketing_MINING_&D&H
     $L0$Research_MINING_&D&H
     $L0$HR_MINING_&D&H
     $M0$BATCH_&D&H
     $H0$DEV_&D&H
     $H0$ADMIN_&D&H
     $L1$ADHOC_&D&H
     $M1$BI_&D&H
     $H1$TACTICAL_&D&H

How many performance group ids will I end up with? 10 or 13?
