The support files (including MonPM.dll) must be in a directory that is part of your directory search path.

Either add the Teradata Manager install (\bin) directory to your path, or move the monitor.xls file into that directory. (Windows searches the current directory first, then Windows directories, then the directories specified by the Path environment variable.)
