Have you considered leveraging Query Resource Filters using Teradata Dynamic Workload Manager? You can't specify IO limits but you can restrict
queries returning a certain number of records or performing full table scans between certain time periods where your high priority work needs the
resources. These rules can be attached to individual users, accounts, profiles, or priority scheduler performance groups.
