The "uniqueness" check on a SET table is done by comparing all the bytes in all the fields.

The "uniqueness" check via a UPI is limited to the fields in the index.

Therefore, a set table with a non-unique primary index will allow the duplication of the primary index, provided that all the remaining fields also do not exactly match an existing row
