It doesn't actually "switch to H3". It's still in the "R3" performance group, just in the allocation group (33) normally associated with H3 queries. If you want to further demote these queries, you need multiple milestones in the associated performance group, e.g.

     schmon -p 15 R3 3 Q 1.00 34 5.00 33 0.00 32
