You don't mention what tool you are using to transferring the data from MVS to UNIX. But all the tools use a translation table to convert from EBCDIC to ASCII. Some of the tools allow you to change this table. If the tool you are using allows you to change the table you could change all the Umlauted characters to their non-umlauted equivalent.
