As Victor mentioned, It sounds weird to me as to why the users would want to get rid of them,

I get a lot of complaints around saying they see "junk" (?) characters and that we are "loading junk", "displaying junk" etc ....

The fun part is that all the data is correct, it's just that what ever utility that they are using to see it don't have proper fonts/scripts installed to see those characters. I normally recommend them to go the regional language settings in their PC and make sure proper language support and code conversion tables are installed. That almost always fixes the problem.
