I think we need to stop thinking of the "estimated time" as "time" and rather think about it as "cost." Frank.C.Martinez said it best when he said "So use it for what it's designed for, comparing plans!" If you have a plan that says 30 and you change the query so the new plan says 25 you can assume you've improved the plan about 16% (very rough estimate!); if you expect it to be "time" you will be very surprised/disappointed.
