Yes ... if you are on Teradata V2R6.1.

New 'password rules' fields were added to the Profile in 6.1. One of these allows you to specify that the password can not contain the user name.

You can use Teradata Administrator to set this option in your profiles, or refer to the SQL Reference manual for the actual statement syntax and 'code' values to be used.

If you want this to be a global setting rather than at the profile level I assume this same option can be set in the password default options.
