You need to use the performance monitor partition to get this kind of information.

Teradata provides the Performance Monitor (PMON) application, in addition to various applications within Teradata Manager.

We also provide a Monitor (COM) object (component) that comes with Teradata Manager. This allows you to write your own monitoring applications without having to know too much of the internal detail.

Teradata Manager also includes an Alerts feature which can be used to automatically notify you of the kind of things you mentioned.
