You can't "turn off" the ALLNESS flag alone.

You will need to do this in two steps. First REVOKE SELECT ON DATABASEA FROM DBC (omit the ALL keyword, so other users/databases who already have the privilege will retain it). Then GRANT SELECT ON DATABASEA TO DBC so that DBC will once again have access.
